FREQUENTLY ASKED QUESTIONS (FAQs)

The International Football Association Board (IFAB):  Laws of the Game
https://www.theifab.com/laws/latest/about-the-laws/

Lower Island Women's Soccer Association (LIWSA): Rules & Regulations
https://liwsa.com/rulesdd

What is the policy/rule of LIWSA ID Cards?

  • It is pretty simple - Player has no card = not playing; Team Official has no card = cannot be in the technical area or team bench.
  • Teams/Players have 20 minutes from scheduled kickoff to present LIWSA ID cards. Please refer to Section 5 | Match Officials | Rule 5-1 The Referee for full details.
    https://liwsa.com/upload/doc/2025July_section5.pdf
  • If a Referee decides to continue with the game when LIWSA ID Card have not be presented, they must report in the Match Report so that the League may follow up accordingly.

What if a non compliant game day roster is submitted to Referee?

  • If a Referee so chooses to accept the non-compliant game day roster, they must report that information in the Match Report so that League may follow up accordingly with applying a fine and/or forfeiture or place the team on notice for non-compliance of game day responsibilities.
  • If the opposition complains about the non-compliant game day roster, Referee may simply respond directing the opposing team to communicate to League directly either in a Match Report or email to League.

How to manage Volunteer A/R’s (parents, spouses, players)

  • Please refer to LIWSA Rule 5-2 The Assistant Referees:
    (1) Volunteer Assistant Referees are only required to show that the ball is out of play. The centre Referee will be responsible for offside decisions and any other infractions that occur during the match.

    (2) Both teams will respect the decision of the volunteer Assistant Referee. Any assault against a volunteer Assistant Referee will be considered an assault against a match official and will be considered as such by the League.

It is the expectation of the League that unless a Referee is confident the volunteer assistant referee can make additional calls - for example if they are trained ARs - volunteer ARs shall abide by the above rules.

How to manage Home team assigned ARs.

  • What happens if only one AR is present?
It is the expectation of the League that teams come to an agreeable resolve on how to manage with one official AR and one volunteer.
For example: Teams could be agreeable to sharing the official AR, so that each team has to only supply one volunteer for each half.  The official AR would remain on the same side for each half.

LAW 4 - The Players Equipment.
What does this mean? What does this include?

  • (4.1 Safety) All items of jewellery (necklaces, rings, bracelets, earrings, leather bands, rubber bands, etc.) are forbidden and must be removed. Using tape to cover jewellery is not permitted. This is includes bobby pins or hard material clips.
  • (CSA 2005 Memorandum) Beaded hair must must be tied in a bun or covered by a tightly fitting hair net. Loose beaded hair is not to be allowed.
